Elmbridge Council’s anti-mooring PSPO defeated in court – for now

Elmbridge Borough Council’s planned Public Space Protection Order (PSPO) to fine and criminalise anyone mooring for more than 24 hours on land the Council owns on the Thames in its borough has been defeated in the High Court, for now. Boater Marcus Trower brought the case against Elmbridge in the High Court. The judgement against the Council was handed down on 14th February 2025. We will publish more information once we have examined the judgement.
